Delay in 7th CPC Allowances Report Is Due To Foreign Tour Of Committee Member
The allowance committee had held a meeting in this regard on April 6 which some employee union officials termed as "conclusive".
The allowance committee looking into the 7th pay recommendations is likely to submit its report to the government soon, a top employee union official said. "I believe that there has been some delay in the finalization of the report as some allowance panel members were outside the country on an official visit," he said. There has not been any official word on whether the allowance committee has been submitted. The government had earlier said that the decision on allowances will be taken after the committee on 7th Pay Commission submits its report.
The allowance committee had held a meeting in this regard on April 6 which some employee union officials termed as "conclusive". The 7th pay commission had examined a total of 196 existing allowances and recommended the abolition of 51 allowances and subsuming of 37 allowances.
The 7th Pay Commission had recommended that house rent allowance or HRA be paid at the rate of 24 per cent, 16 per cent and 8 per cent of the new basic pay, depending on the type of city. The 7th Pay Commission had also recommended that the rate of HRA be revised to 27 per cent, 18 per cent and 9 per cent when DA crosses 50 percent, and further revised to 30 per cent, 20 per cent and 10 per cent when DA crosses 100 percent. With regard to allowances, employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent.
At a meeting held on March 28, the allowance committee on 7th Pay Commission recommendations had sought comments from the ministries of defense, railways, and posts on the treatment of some allowances. The government had in June accepted the recommendation of Justice AK Mathur-headed Seventh Pay Commission in respect of the hike in basic pay and pension. But the 7th Pay Commission's recommendations relating to allowances were referred to the Ashok Lavasa committee.

7th Pay Commission Report: Big Changes Expected From Ashok Lavasa Panel Recommendations
Apart from abolishing or subsuming various allowances, the committee is most significantly revising the rates of House Rent Allowances (HRA), which a fixed amount paid to the employees for their accommodation needs. (Reuters)
With the Ashok Lavasa committee set to recommend changes in allowances under the seventh pay commission, the salaries of central government employees will be witnessing major changes. Apart from abolishing or subsuming various allowances, the committee is most significantly revising the rates of House Rent Allowances (HRA), which a fixed amount paid to the employees for their accommodation needs.
While the HRA is a crucial part of the salaries of government employees, it currently constitutes 30 % of the salaries of employees working in metro areas. In the revised rates, the committee will be reducing the HRA to 24% in the metros. The seventh pay commission has further mentioned that the HRA will be extended as per the type of the city where the employee is living in. The cities across the country have been classified into three classes, X, Y, and Z.

While, as per the Ashok Lavasa committee recommendation, the HRA rates will be fixed on the basis of the living costs in different cities, the committee is also planning to set the rates on the basis of the Dearness Allowance (DA) paid to the employees. As reported by India.com, it stated that if the DA to an employee crosses 50% the HRA rates will be 27 per cent, 18 per cent and 9 per cent. And if the DA rate crosses 100 % the HRA rates will be 30 per cent, 20 per cent and 10 per cent.
The Ashok Lavasa committee is expected to present the final report on the revised rates on April 18.

New Delhi, Apr 10: Union Finance Minister Arun Jaitley had formed the Committee on Allowances in July last year to look into the provision of higher allowances other than dearness allowance for central government employees under the 7th Pay Commission. It’s been almost nine months and the Committee on Allowances is yet to submit its report to the Finance Ministry. About 47 lakh Central government employees and 53 lakh pensioners have been waiting for higher allowances under the 7th Pay Commission since last nine months. The government only hiked the basic pay of the central government employees as per the 7th Pay Commission recommendations, but higher allowances have been delayed due to anomalies raised by employees’ unions.
“Pessimism has gripped central government employees and all sections of the workforce are disappointed. Some may express the disappointment, some may not. Be it defense personnel, engineers, technicians, all are disappointed,” said National Joint Council of Actionconvenor Shiv Gopal Mishra. Latest reports suggested that the Committee on Allowances has held a conclusive meeting with representatives of the central government employees’ unions and is most likely to submit report its report on higher allowances under the 7th Pay Commission this week.
Shiv Gopal Mishra, who attended a meeting with the Cabinet Secretary on March 28, also said the Committee on Allowances is expected to submit its report on higher allowances under the 7th Pay Commission this week. “The committee had not submitted its final report and there are chances that it may be submitted by the weekend. Only after which we can expect some major announcement,” Mishra told India.com.

Procedure for Name Transfer of certificates in KVP for old series of certificates
Following clarifications are issued, which may be circulated to all CBS Post Offices:-
After following the existing procedure of issue of Duplicate Certificate and approval from the competent authority, Head Post Office shall do Duplicate passbook printing by the two steps mentioned below :-
- Use CSCACM to change the Account Statement option from 'Deposit Receipt' to 'Passbook'
- Duplicate PB issue date should be entered by the user in the relevant field provided in addition to changing the Account Statement field.
- Supervisor to verify the account in CSCACM
- Print passbook using HPBP
HO should maintain separate register for recording details of issue of such duplicate passbooks. If certificates issued prior to 1.7.2016, Registration number and physical certificate numbers should be entered manually in the Passbook under signature and designation stamp of Authorized Official.

Most of us using HTV for bulk verification in DOP Finacle. But there is two flaws in using HTV. They are,
New Account transaction verified without account verification.
Transactions done at one SOL(Transacting SOL) will be verified in another SOL(A/c SOL). To reduce these two, you may follow the following before running HTV menu:
Solution:
- Always check accounts pending for verification in HAFI menu.And make sure that "no records were fetched" (for detailed procedure CLICK HERE)
- Remove SOLID in A/c SOL field in HTV menu.
- Enter "USER ID" in Entered by field.
BULK DISCHARGE OF CERTIFICATES
Bulk Certificate Discharge of NSC/KVP in DOP Finacle
Step by Step procedure for Bulk Discharge of NSC/KVP
This bulk discharge can be used only for MATURED NSC/KVP certificates. Maximum of 50 certificates will be closed at a single time. If a registration number contains more than 50 certificates, first 50 certificates will be closed and the balance to be closed by invoking the menu 2nd time.
- Registration number and CIF ID are mandatory for bulk discharge.
- Discharged/ Closed Amount can be transferred to Repayment Account of Customer/Postmaster.
This option cannot be used for Premature closures and Claim closures
DOP Finacle Menu : CNSBCV
Description :NSC/KVP Bulk Closure And Verification (Maximum 50 Accounts can be closed in one attempt)
Bulk Discharge Procedure in Operator
1. Invoke the menu CNSBCV through Operator.
- Select the function CLOSE
- Enter the registration number
- Enter the CIF ID
- The Closure reason code – NORML (Normal) will be auto populated
- Closure value date will be auto populated
- Repayment account to be entered.
2. Repayment account can be POSB account of the customer. In case if the customer is not having SB account, by default the maturity proceeds will be transferred to Postmaster Cheque account (0340). If the repayment account
- Product type to be selected either NSC or KVP
- Click on SUBMIT
3. Result window will generate the result of the above menu has been invoked by you.
View Report of the Bulk Discharge of the Certificate
- Invoke HPR
NSC Bulk Account Closure success report will be available in HPR
Verification of Bulk discharge in Supervisor
The details of maturity proceeds will not be available in Operator stage. Only ‘closed successfully’ message will be thrown.

BULK PROCEDURE:
This menu is used toclose the SB A/C Transfer Closures and Cheque Closures.
1.Invoke CNSBCV menu
2.Function - Close
3.Enter Registrationnumber - Old Registration Number on the Certificate
4.Enter CIF ID
5.By Default, RepaymentA/C ID is Postmaster's A/C ID (SOLID Followed by 0340)
6.For SB Transfer, EnterCustomer's SB A/C ID as Repayment A/C ID.
7.Click on SUBMIT(F10)
8.Verify the closure inthe same menu in supervisor login.
9.View the Report in HPRmenu for maturity Value
Note: Cashclosure must be done in CSCCAAC menu in COUNTER PA login but it can be verifiedin CNSBCV(Bulk) menu in SUPERVISOR login.
In Supervisor login, OnlyPremature Closures and Death Claim Closures Must be verified in CSCCAAC menu.
All other types ofcertificates closures can be verified in CNSBCV menu.
RD ACCOUNT CLOSER WHEN LOAN WAS TAKEN
Procedure of RD account closure when RD Loan was taken in DOP Finacle
Premature Closure
Invoke the RD Closure menu CRDCAAC from Operator Login. System will automatically deduct the RD Loan amount and interest will be calculated on SB Rate of interest as per rule. Loan interest will not be calculated. RD Loan account balance will become 0 but will not be closed. Loan account with Zero balance should be remained as it is and not closed. No need to invoke HLAUPAY or HPAYOFF for repaying the Loan amount.
On Maturity
RD Loan amount should be adjusted before closing the RD account. Invoke the menu HPAYOFF (Loan Pay Off Process) to pay the pending principal along with interest. Interest will be calculated at the prescribed rate. Total amount displayed to be collected from the customer. In case of transfer, select the repayment account of customer or office account from where the loan amount is adjusted. Supervisor need to verify the same. Invoke the menu HCAAC to close the RD Loan account and verify the same. Invoke the menu CRDAAC to close the RD Account.
